Global address list cached mode not updating
1 = The Offline Address Book uses the Download Full Items download mode. 2 = Download the Offline Address Book in any download mode, but download a differential update in the Header only download mode.

In Cached Exchange Mode, the default is to use Check out this knowledge base article I found in the West Virginia University knowledge base.Then under the attribute editor browse down to Show In Address Book as seen below. Then simply remove the entries ( all of them ) that you see by highlighting and selecting remove. The next time your GAL rebuilds these accounts will be removed. If you are impatient like me you can drop into power shell and run these commands to update it immediately.By default OAB is a point in time snapshot of global address list and it is used as cached source of information about Exchange recipients properties.If users are working in cached mode, then there is an additional step to modify the Offline Address Book (OAB) to include the photo, because otherwise it only includes a pointer to the photo.Chances are, your organization is probably not implementing this feature. If I had to guess, it is because your server administrator is not a photographer.
At Catapult, our OAB only increased by a factor of 3k per user, the file increased from 367kbytes to 973kbytes (see screenshots below).
